"perldoc Mail::SpamAssassin::Plugin::DNSEval" (on a system with 3.4.3 installed) provides the details.

In short: there is a new config parameter rbl_headers which by default includes Reply-To and a new eval call that can be used in header rules: check_rbl_headers()
