Short answer: No.

Political and charitable entities are not governed by the main anti-spam law in the US (known as "CAN-SPAM") on the theory that if they were not, they could invalidate the whole law on constitutional grounds. CAN-SPAM only governs *commercial* email, which has weaker legal protection from government regulation than does political speech or straight solicitations for charity.
