Rejecting is NOT dropping.
They are two different things.

If you try to hand me an envelope, and I will refuse to take it, It is NOT
the same as if I took it and dropped to trash.
The envelope stays in your hands and you are responsible for it.
If you drop it later, it's your problem, not mine.
