Actually the backup MX server when mark an email as spam simply
forward to primary
and this is exactly how backup MX works.

and the user receive from the primary the entire message on inbox
folder added to the spam header like the following:
Spam detection software, running on the system "server2.foo.org",
this is caused by "report_safe" SA option, if this is what annoys you,
simply set "report_safe 0" on the backup MX
No, it doesn't bother me, it's useful.
But at this time, after your explanations, my question should change so:
Is there any method to tell "primary server spamassassin" automatically
move spam (forwarded by backup MX) to (primary) spam folder?
