It looks like your install did not go as expected, it's possible some older rule files were left behind during the install. You might want to remove any stock rules and re-install again. Those lint issues are due to 3.x being more strict on what can be in the description. Since the stock installs do not have lint issues, I suspect something has gone wrong on your install to leave some older files behind which are not passing the new lint tests in 3.x
