Although there is a lot to be said for rejecting email at the perimeter. Perhaps the best solution is to allow the user preferences to be propagated to the perimeter server, and then reject the email according to the user's wishes. Reject-but-quarantine (or even reject-but-deliver) might be useful options for the most paranoid of MTA admins - "oh, I didn't mean to reject all emails with 'the' in them, can I get those delivered again?"
