I mis-read your message. Sorry Simon.
It looks like until someone rewrites it, there's going to be no true emulation of --virtual-config. As the release notes said, it was a licensing issue.
I take that to mean it was originally written by someone not willing to allow their code to be converted to the Apache license.

You can specify variables in the path. It's quite flexible.
You probably want: --virtual-config-dir=/var/spool/userprefs/%l/
