To follow up:

1.  Make sure your trust path is correct.
2.  Install a recent Net::DNS.

If you do those two things you should have SpamAssassin
detecting a lot of spam with the default configuration,
even without Bayes.   If your network tests and Net::DNS
are working you should see many spam hits on the SURBL
and RBL rules.
