One option, if you can't get a proper static IP, is to use a third-party
mail relay service. One example is DynDns.org's Mailhop Outbound
service, which seems to be pretty cheap if you aren't sending large
quantities of mail. I haven't used it myself, but I've been happy with
their DNS service.
