Depends on how they have SpamAssassin implemented, but
typically not.

I echo Gary's comments.  If the SpamAssassin is getting
a lot of false positives, it's almost certainly
misconfigured.

As far as your admin trying "to please users with different
requirements", false positives and false negatives are likely
to please few people and displease many.
