For what its worth, the init.pre file is critical. The /root/.cpan/.... Is were the source is downloaded and compiled by CPAN. The "make install" that CPAN automatically does puts all the user .cf files in the /etc/mail/spamassassin directory. This is where the init.pre if found. If its missing (I accidentally deleted mine), SURBL won't work. This is also where you can get several other plugins working such as SPF and RelayCountry. RelayCountry is for helping Bayes do a better job detecting Spam.
