Those rules, at casual glance, look fine. But any typo in the whole file could cause a problem.


Have you run spamassassin --lint lately? That's pretty much your first-check if you've got a problem like this. Sometimes SA's parser gets so confused by a typo it will skip the rest of the config. (a missing / at the end of a regex will cause this quite quickly)
