Yup.  ALL_TRUSTED means NO_NONTRUSTED - there are certainly no untrusted 
Received headers.
Also, zero is even, and the empty string is a palindrome.

Generically, all statements of the form
ALL (x) ARE (y)
are true if there are no (x).
