I just wanted to add, there's good reason to not attempt "scooping" project maintainers with their release announcements:

  - mirrors: the link you posted is not a mirror site or redirector and
    if that was actually a release and it made certain news sites, then
    it would melt the Apache web server
  - tests: source releases are always tested (at least SpamAssassin's)
    extensively before we officially announce the release, the first
    tarball is not always the final tarball
  - social: fill in the blank
