Yep.  That'll happen any time you override the default rules directory
and have "ok_languages" set.  It also means SpamAssassin won't have
access to the default rule set.

I think you want "-p" or "--siteconfigpath", not "--config-file" aka "-C".
Alternatively, put your site config file(s) in /etc/mail/spamassassin and let
SpamAssassin do things in its normal way.
