Yeah, that'll do it.  -c isn't meant to point at your rules, it's meant to
point at the SpamAssassin ruleset.  If you want to test your rules, copy them
to that directory.

TextCat looks for $rulesdir/languages, which via your above command is
/etc/mail/spamassassin/languages ...
