I can contest to that. We get 128 IP's with our T1 and have made multiple request for RDNS. We re-request about every month...
Who's the ISP? (Just so the rest of us know who to avoid.) Feel free to cc their support address so they know the rest of us are watching.
I'm using SpeakEasy for my business line (ADSL) and it's a simple matter to submit a support ticket with the online form to get an RDNS set up. They don't delegate for my class of service, but they'll add the record in about a business day.
