SpamAssassin doesn't delete mail...just tags it.  Enabling/disabling 
delivery to a spam box is nothing more than enabling/disabling a procmail 
recipe.  It's probable that cpanel is doing just this.  It's highly 
unlikely that cpanel is going to put in a different recipe that sends such 
mail to /dev/null.
