How many of SA's rules run over non-textual attachments? (rawbody rules,
I guess... there are only 41 of those. Not many.)

It might be worthwhile arranging to have two limits, one at the current
256Kb for the combined size of all textual parts alone, and one rather
higher for total message size. (Of course, spamc would not be able to
enforce both those limits, as it doesn't even know what a MIME part is:
spamd / spamassassin itself would have to take over this chore.)
