8.11 without SSL or auth works out of the box: its solr.cmd sets jetty_host to 0.0.0.0 by default. Unless something changed in 9.x. it's likely the windows firewall. If it sits there waiting to connect for 45 seconds or so before timing out, that's the dead giveaway.
For running as a service: use NSSM. IME it's best to wrap it in a batch file rather than starting `bin\solr.cmd start ...` directly.
