Although I wasn't able to figure out the underlying problem, I have
finally found a fix;

Instead of setting the nssm to run "solr.cmd" with "start -f" as
arguments, I set it to run java.exe with exact command line arguments
generated by the solr.cmd command.

I haven't experienced an unexpected shutdown ever since.
