Rule based replica placement was deprecated long ago, see https://solr.apache.org/guide/8_11/rule-based-replica-placement.html so I would not bother too much with making it work. You may have some luck with small clusters but it does not scale for larger ones. The new way is placement plugins from v9.0 that I linked to below.
