Why don't you simply share each user calendar and create private, public events with invitations? If configured with LDAP you can also use groups for invitations. An alternative is to have the "postmaster" email address forward to every users for notifications, and only make the postmaster calendar shared. Then when you want a user to create a "global" event it should create an event in its calendar and invite the postmaster user. Hope this helps.
