I entered two events, one in Outlook, one in Thunderbird. As recurring rules I chose: Every 2nd month on the 4th friday ending on 2017-03-31. If I open the event entered in Outlook in Thunderbird, I get: Every 2nd month on each friday, 3 events (without end date).
