This is "normal" for now. Samba4 doesn't send to Outlook notifications for
new mails, so Outlook doesn't go and check them on the server.

To fix this, OCS Manager would need to receive updates for new mails (coming
from the LMTP deamon, for example) which would then trigger Samba4 to
generate a notification to Outlook. It's possible to develop a Dovecot
module for this (and there's a PoC out there for this), and probably also
with Cyrus, with the idlesocket.
