I installed all of the required dependencies, including
python2.6-dev and the built in python2.7-dev.
Even telling it through the commandline where my pythonpath was, it gave
me that error.

This package, or another. This error (I got it too, and it was this one
that I missed), is typically issued when a package is missing. See the
documentation (at the beginning), for packages requirements.
