Just an update, but I tested on Windows 11 using PDFBOX 3.x using both the
IPP driver and the official vendor driver and could NOT replicate.  Tests
were done using JDK 11.0.19.

I was hoping to also baseline test with a PS -- and -- PCL6 drivers (PCL
drivers have especially been buggy for me in Java) but I don't have
hardware here to test on.
