 Another possible approach is using "ImageMagick" to make the 
conversion.
Your results may vary, but it does work.

Example:
convert somefile.tif somefile.pdf

I ran a quick test, and the only problem I saw
was the addition of a thumbnail image as
the second page.

Still, it may be worth a try.
