I’m not sure if I correctly understood your intention, you want to use 2 nodes for a 3 node deployment, is that what you want to do?
The replica 3 arbiter 1 means you need 3 nodes, 2 nodes will have data, and 1 node will have the checksum only (the arbiter). On oVirt, 3 nodes is mandatory as minimum.
