Unfortunately in my case (upgrading from 4.4.10, Rocky Linux 8 on hosted engine vm) I get this error after engine-setup

I cannot find selinux-policy-base in any repo

returns nothing and

returns package from baseos repo (and other version other than requested 3.14.3-131)
