Hi,

why do you need to version lock postgresql-jdbc? The issue around
incompatibility with the latest version of postgresql-jdbc has already been
resolved in oVirt 4.5.0:

So I suggest you to remove any postgresql-jdbc version lock and upgrade to
latest oVirt 4.5.
