Hi, why do you need to version lock postgresql-jdbc? The issue around incompatibility with the latest version of postgresql-jdbc has already been resolved in oVirt 4.5.0:
https://bugzilla.redhat.com/show_bug.cgi?id=2077794 So I suggest you to remove any postgresql-jdbc version lock and upgrade to latest oVirt 4.5.
