As agreed, short summary: Deploy new HE host fails

Pre Deploy state:

  *   Host1 and Host3 are current HE HA  pool
  *   Host1 and Host3 are unaware of Host2 (check below)
  *   I am trying to add Host2 to HE HA pool
  *   Host2 is fully reinstalled – clean OS
  *   Host2 is added to oVirt as regular Host
  *   Host2 is currently in Maintenance mode (waiting for Reinstall with HE 
Deploy)
