Hm, could you try instead:
spiceoptions={'streaming':{'mode':'all'}}
> engine-config -g UserDefinedVMProperties

I can tell if streaming is enable if you provide qemu cmd line
for what is running (e.g: ps aux | grep -i qemu ...)
