You can
If you want the VMs to be run on the new cluster host you should

1) add the new cluster
2) have at least 1 running host in this cluster (assuming that it can run
all your VMs , if not, add more hosts)
3) shut all your VMs down
4) Put all your hosts in old cluster in Maintainance, by doing so, one of
your hosts in the new cluster will switch to "Contending" and then to "SPM"
5) After that, you can run all your VMs again and it should be run by the
hosts in the new cluster
