Ovirt can be installed on as little as one node ,but for a proper HA setup you should have at least three nodes.
Hci uses gluster and needs a replica 3 or replica 3 arbiter 1 configuration. With arbiter you need less storage as it only holds metadata so you might be able to put a third server in your mix without having to spend a lot on storage for it. I would not attempt HA with anything less than three severs unless you are using external storage such as nfs.
