I did the installation with windows 7 and i have installed the ovirt-tools-setup via the iso and everything is OK.
The simple way is to install ovirt-guest-tools-iso on the hosted-engine and then get the iso to put on your ISO domain. After that just put this iso on the cdrom of the windows 7 VM and execute ovirt-guest-tools-setup.
