Regardless of the ovirt builds http://resources.ovirt.org/pub/ovirt-3.5/rpm/fc*/ vdsm is built as part of any Fedora release and should be fully operational. The only problem is the amount of testing - and here you are most welcome to assist: yum install vdsm on your f21, and see if it flies. If you find a problem (be it a missing mom version or an operational bug) please report it here on on bugzilla.
