It seems to me that the trigger GLUSTER_BRICK_STATUS_CHANGED only works from 
“unknown” to “up” but not viceversa (which would be more useful)
Can you confirm this?
There are other triggers for notifying a host down?

Confirm that the ovirt-engine-notifier service is running.  By default it is
