According to the below Presentation "Hot Plug RAM" is now on the roadmap (see page 18) http://events.linuxfoundation.org/sites/events/files/slides/litke-lfcs-oVirt -Update-20140328.pdf Does anyone have a realistic Info in which Release it will be implemented.
