Just realized mailing list was not CCed. https://bugzilla.redhat.com/show_bug.cgi?id=1063433 has been filed regarding the patch.
I had to apply using 'patch -d /usr/lib64/python2.6/site-packages -p2 < 0001-netinfo.speed-avoid-log-spam.patch', and verified it works. Will file the IB bug report shortly.
