The OpenVZ Legacy kernel is based on the RHEL6 kernel source... which is 2.6.32 
but highly patched.  

Looking at this post (https://access.redhat.com/solutions/197643) in the Red 
Hat Customer Portal (may require authentication / an account to access) it says:

"The Technology Preview of btrfs has ended. Red Hat will not be providing any 
further updates or security fixes for btrfs in RHEL6."

For RHEL7 (which uses a 3.10.x kernel but highly patched) they say:

"The Technology Preview of brtrfs is still active and is still under 
consideration for full support in a future update. Currently bugs may be filed 
and addressed, but on a lower priority basis, as the btrfs package is updated 
from upstream rebases."

So, Red Hat is very conservative in their adoption of btrfs.  Whether or not 
that is suitable for btrfs is up to you to determine.  My guess is not.  If you 
use ploop-based storage then the quota issue is resolved.
