[Users] Bcache missing from OpenVZ 7

I've been testing some setups with OpenVZ 7 but I noticed a strange 
thing when testing caching solutions.  The bcache module doesn't appear 
to be included in vzkernel.  Is there a specific reason for this?  As 7 
is running on 3.10, it should include bcache support and EL7 has bcache 
included.  I was able to install bcache-tools from the vz repo.
