You just need to install the vz-guest-tools. You should find an .iso file (/usr/share/virtuozzo/vz-guest-tools-lin.iso for Linux and /usr/share/virtuozzo/vz-guest-tools-win.iso for Windows) and add it to the VM, mount it inside the VM, and run the install. Once installed, you should be able to use prlctl to operate on VMs as with containers.
