If using Windows, the OS is 64-bit. OpenOffice is 32-bit and requires 32-bit Java. You report installing 32-bit Java, then another, but not the products or versions. And you don't say if the Java runtime was deliberately selected after install by checking Options (F12) > LibreOffice > Advanced. There's a list of known compatible versions of Java here, https://www.openoffice.org/download/common/java.html.. Identify which one(s) you have and follow tests from each website for the ones that are installed to confirm successful installation. Per https://www.openoffice.org/download/common/java.html, "... Base relies completely on Java technologies to run... ," so you're not going to have Base at all and will be missing other OpenOffice features until this Java problem is resolved. For additional diagnosing please provide OS and version used, Windows, Mac, and Linux all have slightly different needs and ways to identify what's currently installed. Version of OpenOffice is helpful to confirm this isn't an odd case related to the specific version.
