If it wasn't saved somewhere else off that laptop, then no. OO creates a file, just like a file of a picture or pdf, if you don't have a backup of that laptop or saved somewhere off that laptop then your OO file just like any other file is gone.

You can use any cloud service to save OO files to and open them from there. So if you saved the document to some cloud account you can access and open that file.
