This is not a bug; apparently you didn't read Java and OpenOffice https://www.openoffice.org/download/common/java.html linked on the download page. OpenOffice for Windows is only available as a 32 bit version. Thus you need a 32 bit Java to match. See https://forum.openoffice.org/en/forum/viewtopic.php?f=74&t=69896 for more on AOO and Java.
