No the .dmg that downloads from the OpenOffice download page will not work on iOS devices. It will only work on macOS.
There is a fork of Apache OpenOffice available in the App Store. It’s based on version 4.1.12 (the most recent version of Apache OpenOffice is 4.1.14).
