Yes, I have used End Task in Task Manager to quit OpenOffice and then restarted  Windows 11. There was no change in the behavior of OpenOffice after the restart.

I downloaded OpenOffice from the web, uninstalled OpenOffice and re-installed OpenOffice. Everything is back to "normal behavior" of OpenOffice. Am now able to create, save and reopen OpenOffice text and spreadsheet documents.
