A photo can be placed wherever you want to do so the way you want to do it. However, this requires the knowledge of styles. This has been ever since OOo.org 1.0. The Writer Guide contains a chapter on styles. The Writer chapter in the Getting Started Guide does also. One of these two guides also contains a second chapter on styles. Search for these books, download them, and study these chapters. You should have no problems afterwards.

When you want to add an image in a text, openoffice always placed it in the 
length (horizontal).
