Howdy,

So, the files which you refer to as OpenOffice files are actually in a
standard format referred to as OpenDocument or ODF for short.
Apple, Inc does not, as you have heard, support files in that format with
any of their native tools.
However there are apps available on iPhone and iPad which do read and write
ODF files.

As Martin mentioned, and assuming you only want the iPhone and iPad users
to be able to read the file, then exporting as PDF is the easiest solution
and Safari browser will display those without any additional software
needed.

If you really want them to read the ODF directly or if you want them to be
able to edit those files then the users must install one of several
available apps.
OOReader is a free app in the Apple Store that will give read only access
to the files.
Collabora has an app available in the Apple Store which will read and write
ODF files on iPhone or iPad devices.
Microsoft Office, including the scaled down web based offerings will both
read and write ODF files (in fact the MS tools can be setup to use ODF by
default)
There are others as well - the key is to look for ODF compatibility.

The hassle is of course that the person you are sending the file too will
need to install one of those, or have an account for MSO web tools, and you
would likely need to let them know about that when you mail them the files.
